Manager - Finance & Accounts: Concern Worldwide

Concern Worldwide is an international humanitarian organisation dedicated to elimination of extreme poverty. Currently, we have opening for the following core position:
Manager - Finance & Accounts (1 post): Based in Dhaka
The Manager - Finance and Accounts will be responsible for ensuring an efficient and effective financial accounting system for the organisation, enabling supportive cash and banking service to staff, suppliers, partners, donors and others and ensuring consistent, transparent and realistic budgeting and management accounting, including timely and high quality reporting to donors, Government and head quarter in Dublin. This position performs the role of the Country Financial Controller in their absence.

Major areas of responsibility:
  • Ensure in depth and up to date knowledge on existing financial and other policies affecting financial transactions for explaining the policies accurately;
  • Ensuring Implementation of all agreed audit findings and any new development according to the desired timeframe.
  • Taking the initiative to identify improvement areas of financial policies and procedures through meetings, field trips, or other communications and work with the Head of Finance for amendment to policy and continual improvement;
  • Ensure regular review of cash and bank payment vouchers in head office to verify that all financial policies are followed; this includes ensuring on a daily basis that all cash vouchers have been prepared following financial policy and procedure and each voucher should be countersigned as evidence that it has been checked;
  • Feedback from budget holders regarding the project/department budget variances is received within due time in order for the Management Accountant to finalise the reports within stipulated deadlines;
  • Ensuring all required reports and returns are submitted to the Government authority and/or donors according to their requirement;
  • Ensuring staff understand about payment procedures, timing, templates, and required documentation and are confident about respective responsibilities within the Finance team;
  • Ensuring cash boxes and bank accounts are managed with integrity, reconciled in a timely way and any differences are resolved satisfactorily, this may also include ensuring cash is independently and regularly counted and verified;
  • Ensuring adequate funds are available in cash boxes and bank accounts for Head office, field offices and partners in time to support smooth implementation of programme activities;
  • Ensure accurate expenses allocation to donors following donor funding conditions, guidelines, period and currency, as well as other factors;
  • Ensuring that all financial reports submitted to the management, donor and government are directly linked with the financial accounting system data, which is based on prime data including cash books, and supporting vouchers;
  • Ensuring accurate and timely collection of data and preparation and submission of Quarterly Financial Report (FRP) and Government reports (FDs) on time;
  • Participating actively in team planning and other meetings, working to set common objectives and goals and striving to ensure these are successfully achieved;
  • Monitoring and reviewing performance and, in particular, holding staff accountable for meeting the success criteria and delivering any improvement goals which have been identified; giving corrective feedback where required and taking decisive action in the case of poor performance;
  • Contribute to the process of implementing quality programmes by ensure that the HAP standard of accountability is conceptualized and effectively implemented throughout the organization, and at the country programme level;
  • Providing support to organize internal meetings/workshop;
  • As part of Concern’s emergency response, you may be called upon within 24 - 48 hours notice to serve the organization anywhere in Bangladesh, In the event of this occurring, you will be briefed on your role and responsibilities by the Head of the RRRU and by the HR.
Key Requirements:
  • Professional Accounting Qualification and Masters Degree;
  • At least 3 years progressively responsible work experience in the area of financial and management accounting in a development organisation, preferably in an international agency;
  • Experience of reporting to and liaising with donors and Governments
  • Knowledge of latest developments in donor rules and regulations (e,g, ECHO, EU, USAID, DFID);
  • Knowledge of current relevant Taxation laws and NGO Bureau rules
  • Experience of managing a team consisting of different level of staff
  • Good facilitation skills
