Manager - Communication and Movement Coordination: IFRC

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organisation. The Federation has been working with the Bangladesh Red Crescent Society (BDRCS) for more than 30 years in humanitarian fields, mainly disaster response and management, cyclone preparedness, disaster relief and recovery, community based disaster preparedness, risk reduction and mitigation, health etc. The IFRC Bangladesh Delegation is now looking for a suitable Bangladeshi national for the following position:
Position:                         Manager - Communication and Movement Coordination
Position Type:               12 months (with 3 months’ probation and with possible extension)
Report to:                       Head of Delegation
Location:                        Dhaka with frequent field visits to project areas 
Reports to:                     Project Coordinator, IFRC + Project Manager, BDRCS
Job Purpose:
The Manager-Communication and Movement Coordination will work with the Head of Delegation to support and assist Bangladesh Red Crescent Society (BDRCS) in becoming a stronger National Society and provide targeted advisory services to plug gaps in cooperation and coordination with other Movement Partners. The core areas of technical support are in disaster management (DM), Health, Organizational Development (OD) and other socio-economic development initiatives. The country office maintains close links with IFRC South Asia regional Delegation and Asia Pacific Zone Office and its technical counterparts. 
                
Duties and Responsibilities-Movement Coordination:
  • Assist the Federation Bangladesh Delegation in mobilizing the Movement support to BDRCS to respond to humanitarian crisis caused by disasters.
  • To Enhance the coordination mechanisms in the context of  the Movement Coordination Framework in country. This includes building on existing Movement tools and means to monitor and address PNS approaches in program planning and implementation
  • To facilitate the work of the Movement Coordination Platform (BDRCS, Federation, PNS and ICRC) and enable smooth coordination among the Movement partners and other humanitarian actors.
  • To ensure among partners coherency and consistency in developing common strategies.
  • To provide support services to the Movement Coordination Platform.
  • To liaison between the Federation delegation and all humanitarian players in Bangladesh as requested by the HoD to develop Information/communications and linkage among the Delegation team to raise visibility for the Federation and BDRCS profiles at all levels to reach the most vulnerable people more effectively. Besides  maintaining the main responsibility, it needs to provide technical support to the BDRCS communications team and by generating a regular flow of publicity materials in connection with the country programs.
Duties and Responsibilities-Communication:
  • Provide guidance, advice and support to BDRCS on communications issue, focusing on advocacy for the most vulnerable and promoting the Red Cross Red Crescent Movement’s Fundamental Principles
  • Develop communication strategies and coordinate the efforts of raising  the Red Cross and Red Crescent Movement visibility in Bangladesh
  • Work closely with BDRCS to formalize and implement Communications Strategy in line with a Federation’s Regional & Global Communications strategies.
  • Identify Red Cross and Red Crescent Movement related stories/news and bring those to the attention of national/international traditional and  social media.
  • Respond to all media enquiries in a timely and accurate fashion.
  • Produce media briefings for press conferences and events as required.
  • Provide regular media advisories/press releases as needed to the Federation and produce background materials for media, visitors and other interested parties.
  • Arrange and host media field visits as required.
  • Produce materials for the Federation global and regional publications (e.g. website, magazine, media packages) and National Society publications and travel to the field in order to produce these materials.
  • Archive Federation/National Society  publications and photographs;
  • Work closely with the SARD/APZ & Geneva Communications & Communications Team:
  • Liaise with donor agencies, UN agencies, international government and non-government agencies, share Communications and collaborate as appropriate;
  • Provide professional and technical communications support in the delegation to ensure communications planning and visibility become integral to core programs and planning;
  • Promote and improve knowledge of the Fundamental Principles and the Mandate of the International Red Cross Red Crescent Movement; and promote where appropriate, the visibility, its protective emblems and its operations.
External representation and networking
  • Actively seeking media coverage for Red Cross Red Crescent activities, concerns and achievements and promoting the Red Cross Red Crescent as a primary source on humanitarian issues and disasters.
  • Develop linkages and communications/public relations/ advertising agencies and corporations for possible resource mobilization and to achieve greater visibility for the Red Cross Red Crescent.
  • To identify Red Cross Red Crescent spokespeople and when appropriate arrange interviews.
Qualifications:
  • Solid broad-based education with journalistic, publications or marketing/public relations qualifications or background
  • Exceptional written communications skills, with ability to adapt style to suit different communications media and audiences.
  • Masters degree required
Experience:
  • Minimum 5-7 years working experience in coordination/communications/journalism and publicity areas.
  • Experience of working for the Red Cross/Red Crescent and/or other Humanitarian and International organizations
Skills /knowledge:
  • Sound interpersonal and organizational skills
  • Strong computer skills and working knowledge of Microsoft programmes
  • Analytical skill and ability to think strategically.
  • Languages: Fluent in English and Bengali and excellent writing skills, both in English and Bengali
  • Excellent Training/presentation skills/media relations skills
  • Newsgathering
  • Good media handling ability and live interview techniques
  • Photography and video skills
  • Able to influence, communicate, co-operate and negotiate with a wide range of people and organizations.
  • Preferable knowledge of the Red Cross/Red Crescent Movement and its activities and ideals
  • Excellent experience of report writing and concept note/proposal development
