Regional Sub Grant Manager: CARE Bangladesh

Regional Sub Grant Manager (1 position) for Finance Department
Location: Based at CARE Mymensingh Field Office
The duration of the proposed contract will be five years.
I.             Job Summary:  
The Regional Sub Grant Manager is responsible for ensuring effective financial monitoring of partners expenditures and financial management systems. He/ she will also ensure that the Finance Officer (FO) -Sub Grant – PNGO expense certification Team (PECT) under his supervision visit the PNGOs on regular basis . The incumbent will also ensure timely settlement of the question cost of the PNGOs. The incumbent will train and guide the Finance Officer (FO) Sub Grant, -PECT and employees of PNGOs in establishing robust financial management systems in CARE and partners. S/he will ensure that the requirement of the donors is fully met by the partner NGOs. The incumbent will do the risk assessment of the PNGOs. The incumbent must have experience on CARE’s Finance including the financial software, vehicle operation, inventory management, administrative policies and procedures.  . He / she will visit at least 02 PNGO’s in each month for certification of PNGOs expenses and 01 PNGO with Finance officer (FO) Sub Grant (PECT) for follow up, guidance and other related works.

Responsibility # 2: Train the PECT members in connection with financial monitoring and expense certification

  • Provide training / Guideline the PECT members in the area of financial monitoring and expenses certification.
  • Orient the PECT and the respective project management of the field offices under his / her jurisdiction on the compliances CARE's policy and donor's rules and regulations by PNGOs

Responsibility # 3: Ensure the visit of FO - Sub Grant (PECT) to PNGOs on timely manner

  • Review and approve the monthly visit plan of the PECTs in consultation with respective PECT members.
  • Review the schedule of fund advance / disbursement under his jurisdiction and ensure that the adjustment of advance is liquidated in a timely manner.
  • Assist the PECT members so that the PET team can perform the certification task in a timely and systematic manner.

Responsibility # 4: Review the certification report and provide feedback to the respective PECT members

  • Review all certification reports under his / her jurisdiction and provide necessary feed back to the respective PECT members.

Responsibility # 5: Review all the observations of the PECT report and analyze the risk against each observation

  • Analyze the risk against each observation of the PECT
  • Send the risk analysis report to Section Manager -Sub Grant,  CBHQ

Responsibility # 6: Review receivable balance with the partners and ensure that the advance balances with the partners are reasonable

  • Review advance balance with the partners on monthly basis and provide feedback to the respective cost center if there is any unusual expenses or if the adjustments are not done on timely manner.

Responsibility # 7: Follow up of audit findings and recommendations

  • Follow up of implementations of audit findings and recommendations both by CARE and NGO as appropriate

Responsibility # 8: PNGO Visitation Plan

  • Preparation of monthly visitation plan of FO - Sub Grant (PECT)
  • Ensuring monthly visitation plan.
  • Rearrange the visitation plan according to the need of CARE Bangladesh
  • Ensuring the half yearly risk assessment of PNGO and the visitation plan will be prepared considering the risk assessment result.

Responsibility # 9: Monitoring of PNGO advance, question cost and settlement of Question cost.
20%
  • Ensuring regular update of PNGO advance, question cost and settlement of Question cost etc.
  • Reviewing the statement and given feed back to the Section Manager - sub Grant, Project Management and FO - Sub Grant (PECT).

Responsibility # 10: Recommendations of PNGO expenses for SCALA Booking
5%
  • The PNGOs not covered for a particular month, their financial statement to be desk review and recommendation to be given for SCALA booking.

Responsibility # 11: General
5%
  • Organized training for the NGO Finance staff as required with the decision of CARE Bangladesh.
  • Ensure implementation of the PNGO Finance guidelines as appropriate
  • Provide feedback to upgrade the guideline based on field experience.
  • Review Grant Contract, Sub agreement & Budget to ensure all compliance.

Section Manager- Sub Grant, Finance

IV.          Working Condition:  
  • Regional Office and requires 50% time spending in the NGO’s Offices.

V.          Qualification:
  • Master in commerce preferably in Finance / Accounting with 7 years relevant working experience. CA Course complete/ with 5 years relevant job experience.
VI.          Core Competencies:  
  • Good communication skills in both Bangla & English
  • Computer skills are essential
  • Problem solving ability in financial aspects
  • Ability to work in a team environment
  • Good interpersonal skills
  • Skills on training / coaching on financial aspects
  • Experience on budgeting and financial report preparation

CARE is looking for a Regional Sub Grant Manager who will play a key role in the leadership of the Finance department whilst at the same time building a learning culture that promotes knowledge sharing across CARE and excellence. 
Compensation
Monthly gross salary is Taka 75,600 plus other admissible benefits as are per policy.
