EMPLOYMENT OPPERTUNITY : The Bangladesh Red Crescent Society and the Swiss Red Cross

The Bangladesh Red Crescent Society and the Swiss Red Cross jointly invites application for the following positions for the “Strengthening Community Capacity on DRR and WASH for Sustainable Development in Gaibandha” project in Gaibandha District.

Position: Project Manager based in Gaibandha Sadar  – 1 position (Salary range per month from 38,000 to 42,000 consolidated)
Key Responsibilities: 
The Project Manager has primary responsibility for defining, planning, tracking and managing the project assigned, to ensure qualitative achievement to accomplish the project objectives within the project period. The PM will be responsible for managing overall activities of the project according to the logframe and planning with the guidance from the SRC DRR Coordinator. The PM will supervise activities of the Project Officers, and Admin and Finance officer. The PM will liaise with Unit Committee, RCY, UDMC, the UP, Contractors and other stakeholders; follow-up on the activities, organise and supervise training programmes at community and UP level. The PM reports to the steering committee.
Requirements
  • post graduate degree from a reputed University, preferably in Management or Disaster Management or related field
  • minimum 5 years experience in managing community development activities – preferably disaster risk reduction activities, with good understanding of disaster management and risk reduction policies of the government
  • ability to and experience of writing reports in English is a must
  • ability to prioritise own workload, and to work independently and follow deadlines
  • good verbal and written Bangla and English Language skills
  • ability to work in and contribute to team building environment
  • excellent motivational, and leadership skills
  • ability to use word processing software (Ms Word, MS Excel, PowerPoint, Outlook/ independently
  • commitment to Red Cross / Red Crescent Principles
  • willingness to travel in the field at short notices
  • live and work in remote and stressful conditions
  • must have a valid drivers licence and willing to ride motor cycles, and motor boats
  • Age limit: maximum 45 years
Position: Project Officer DRR and Training (PODT), based in Gaibandha Sadar with frequent visits to the Unions  – 1 position (Salary range per month from 28,000 to 32,000 consolidated)
Key Responsibilities:
The Project Officer DRR and Training (PODT) will be responsible for undertaking DRR activities in relation to preparedness, mitigation and response for both community and household levels. Together with the Project Officer WatSan (POW) the FODT will be responsible for organising training and following up on various training in the community and UP level.
Qualifications
  • Minimum graduate degree from a recognised university/institutions
  • minimum 3 years experience in health/water and sanitation programme (preferably in NGOs/ development agencies/ government, may be relaxed for persons with higher educational qualification
  • minimum three years experience of implementing community development activities – preferably in the field of disaster risk reduction
  • should be well conversant in operating word processing software (MSWord, MS Excel, Power Point)
  • should have working knowledge in both writing and speaking Bangla and English
  • ability to write assessment and progress report in English independently
  • experience of organising and providing training on disaster management and disaster risk reduction is essential
  • experience of working in the field of WatSen will be an advantage
  • willing to take on frequent visits to the remote villages every week
  • must have a valid drivers licence and willing to ride motor cycles, and motor boats
  • Age limit: max 36 years
Position: Project Officer WatSan (POW) based in Gaibandha Sadar with frequent visits to the Unions – 1 position (Salary range per month from 28,000 to 32,000 consolidated)
Key Responsibilities: 
The POW will be responsible for designing various water and sanitation options, supervise and monitor over all quality of construction, operation and maintenance, and manage the contracting procedure together with the UP, to supervise the community management activities. Together with the Project Officer DRR and Training PODT the POW will be responsible for organising related training and following up on various training in the community and UP level.
Requirements
  • minimum diploma engineer (Civil or WatSan), preferred University degree in Engineering/ Architecture
  • experience in designing and assessment of contract and tender documents
  • minimum three years experience in Civil Engineering or WatSan services delivery (preferably in NGOs/development agencies/ government)
  • computer literacy and should have working knowledge in both writing and speaking Bangla and English.
  • ability to write assessment and progress report in English independently
  • experience of organising and providing training on WatSan is essential
  • experience of working in the field of DRR will be an advantage
  • willing to take on frequent visits to the remote villages every week
  • must have a valid drivers licence and willing to ride motor cycles, and motor boats
  • Age limit: max 36 years
Position: Community Facilitators (CF) for three unions of Mollarchar, Kamarjani, and Haldia – 6 positions (Salary range per month from 17,000 to 20,000 consolidated)
Key Responsibilities: 
CF will carry out community mobilisation, co-facilitation of health sessions, co-facilitate disaster preparedness, first aid training, selection of user group, monitoring during the construction and other field level activities along with RCY and community and other relevant stakeholders. Assist the Project Officers to ensure that a reliable volunteer workforce is trained, deployed and managed following BDRCS guidelines. They are accountable to the Project Officers.
Requirements
  • minimum graduate (preferably social science), in case of more than 3 years of experience, educational qualification may be relaxed
  • minimum 3 years field experience in a similar position working with an NGO/Development agency in rural communities with proven Community Development experience – preference will be given to those with experience of working in DRR and WatSan projects
  • good verbal and written Bangla and English Language skills
  • ability to maintain performance expectations in diverse cultural contexts, psychologically, stressful environments and physical hardship conditions with limited resources
  • experience of facilitating training programme at the community level will be an advantage
  • Commitment to Red Cross / Red Crescent Principles
  • willing to stay at Union level offices and take on frequent visits to the remote villages regularly
  • must have a valid drivers licence and willing to ride motor cycles, and motor boats
  • Age limit: max 36 years
