CARE Bangladesh: Senior Commodity Logistics Officer for SHOUHARDO3 Project

Program Summary
CARE Bangladesh invites applications for this position for SHOUHARDO3 Project which is 5 years USAID funded food security program started from October 2015. The aim of the project is to improve gender equitable food security, nutrition and resilience of vulnerable people in target communities in 8 districts and 23 Upazila in Char and Haor regions by 2020. The program will achieve enduring change for over 1.1 million women, adolescent girls, children under five, men, and youth, through a comprehensive development approach that strategically layers, sequences, and integrates technical interventions that meet the immediate needs of the targeted communities while also investing in social, economic, and institutional capital to build a foundation for future food security and resilience. The program will be implemented in partnership with local NGOs with technical support from various GoB departments/units, academia and national/international organizations.

Senior Commodity Logistics Officer for SHOUHARDO3 Project
1 position, at Kurigram under CARE Sirajganj Field Office
The duration of the proposed contract is up to September 28, 2020.

I.          Job Summary:  
The Senior Commodity Logistics Officer (SCLO) is responsible for commodity movements & management for the assigned region through establishing & implementation of effective internal control systems for transporting, handling, storing, distribution and accounting for commodities will be distributed under SHOUHARDO3 Project.  S/He will be responsible to provide required training/orientation/guidance to commodity staff (CARE & PNGO) and overseeing logistical operations at program office and district level. He/ She will be responsible for implementation and adherence of USAID compliance with commodity accounting and tracking procedures implemented by CARE and PNGO commodity team and other management colleagues. 
S/he will be responsible for the preparation and submission of timely and accurate regional reports through Program Manager (PM) to SRO, Regional Office commodity management unit. He is responsible to ensure the program office data consolidation, verification, analysis with the information of commodity receipt and dispatch from warehouses, tracking the performance of transporters, minimizing losses in transit, and ensuring timely delivery of commodities to support distributions and activities at project sites, safe transport of commodities. 
S/he will manage teams consisting of CARE and partners. S/He will supervise Warehouse Officer/Assistant Warehouse Officer in field level and provide technical guidance to them and commodity team in Kurigram Program office to ensure quality logistics operation, timely and accurate commodity accounting and reporting following the rules and regulation for USAID Title II food aid and CARE guidance. SCLO will be responsible to extend necessary support in distribution management through voucher as applicable.

II.        Responsibilities and Tasks:

Responsibility # 1: Commodity supply chain management and accounting
10%
  • Establish district commodity supply management from warehouse reception to end-use for all activities.
  • Be acquainted with the project ration participant tracking software, M&E system and accounting software.
  • Coordinate the MCHN distribution, Emergency distribution (if any), food voucher (electronic/paper voucher) distribution in SHOUHARDO3 project.
  • Ensure implementation of appropriate procedure of tracking, accounting, reporting and monitoring in all stage of commodity including receipt, storage, transportation and distribution by commodity team. Identify gap and provide guideline to eliminate them. Arrange inland transport and ensure that appropriate loss claims are filed for shortages / damages.
  • Provide training and disciplining all commodity staff to implement commodity management.
  • Participate in capacity building of local counterpart in commodity/ logistics management and reporting, through a combination of on-the-job training and workshops. Develop list of critical skills and monitor counterpart's progress, gradually changing relationships from manager to coach/mentor until counterpart is fully able to handle all relevant project tasks.
  • Ensure and guide the distribution Site and Operation set up, PIC formation, FDP selection & documentation and ration card distribution is done as per project guidance.

Responsibility # 2: Commodity planning and budgeting
15%
  • Review the program office commodity pipeline that prepare by CAO and ensures the optimum inventory of commodity at district level and provides routine and need base information to the Program Manager and RCLM.
  • As per the pipeline analysis, utilization trend and warehouse capacity, prepare quarterly and yearly commodity requirement by warehouse and at regional level.
  • Prepare district Commodity call forward/Request plan based on the warehouse capacity, utilization trend and intra regional transfer plan, get approval on it, submit it to RCLM for effecting transportation from other location.
  • Ensure to receive commodity at the warehouses properly.
  • Be familiar with USAID and CARE guideline for preparing ITSH, other logistics budget and guide to the CAO, WO/AWO for preparing logistics budget (warehousing, transportation, procurement of goods for warehouse, FDP and monitoring etc.).
  • Assist to program/ regional management to prepare regional ITSH budget and submit to CBHQ as per project guidance.
  • Assist to program/ regional management to review and guide to PNGO on commodity distribution budget planning.
  • Ensure the ITSH budget and PNGO Commodity distribution budget expenses are monitored, tracked and documented for any variance properly.

Responsibility # 3: Transport and Logistics management
15%
  • Lead, carry out, analyze, re-do the assessment, and document the logistics assessment from warehouse to warehouse and warehouse to FDP for multimodal transporter/ secondary transporter engagement and distribution schedule preparation.
  • Identify transport needs for each month form warehouse to final distribution point, and manage transport providers in the field and ensure that transporters are providing sufficient number of trucks/trailer/trawler.
  • Review/ Coordinate and reconcile the actual service received from Transporter against the plan and provide guidance to finance for deducting or reimbursement the value of commodity as per contractual obligation. Ensure the reimbursed amount is deposited, recorded and updated to RCLM and STC-Commodity immediately.
  • Guide to WO/AWO to maintain tracking sheet with commodity dispatch from WH and arrival timing at FDP. Review this tracking sheet for transporter performance evaluation and review the existing logistics plan.
  • Ensure that all waybills, LAR, associated documents, reports regarding transport loss and damage, reimbursement from transporter and inventory ledger, claim file are maintained and updated regularly and claim are settled. Final status to report to PM/RC and share to RCLM/STC-Commodity.
  • Assists to Support Section involving with the multi mode transport selection process and ensure in time contract of that multi mode transporter.

Responsibility # 4: Warehouse management
20%
  • Assist to program/ regional management in warehouse selection and making operational.
  • Ensure environmental aspect is adhered during warehouse selection and operation.
  • Ensure all warehouse are equipped and suitable for storing food commodities.
  • Ensure fire fighting and Risk Management plan is exists at warehouse and role in emergency is defined clearly that understood by warehouse team correctly.
  • Fumigation is done under project PERSUAP and other guidance.
  • Make sure that project system and guidance is followed in commodity handling, routine/needful cleaning, stacking (good/suspected), receiving, dispatching, wet/suspected cargo management, disposal management, warehouse space utilization, FIFO system and reporting.
  • Inspect and oversee overall warehouse operation, stock movement including security and structural condition to ensure accountability from warehouse to warehouse and warehouse to FDP and keep the inspection in record. Follow-up and ensure remedial measures are taken as necessary on identified defects and give credit to staff as appropriate.
  • Work with PNGO and CARE commodity team for finalization of monthly distribution plan and effecting commodity loading/dispatch by WOs timely.
  • Provide training/ guidance on the management of labors, transporter, warehouse staffs, casual workers, on receiving, dispatching, stacking and documentation.
  • Internal control system is maintained as per project commodity manual guidance.

Responsibility # 5: Reporting, Documentation, monitoring and Audit
15%
  • Ensure that CSR, RSR, LSR, DMCR and other commodity reports/status are prepared accurately and get approval from RC and submit to CBHQ within the stipulated time.
  • Review the data of BTS/DMS/CTS software or alternative software developed for commodity operation for necessary action and ensure the guided database or analysis is submitted to concern officials timely and accurately. .
  • Ensure that daily warehouse report are prepared, updated the ledgers, stack card and submitted that report to respective assigned CAO quickly.
  • Ensure that PNGO’s are submitting their commodity report as per guideline. 
  • Organize to form an independent team comprising with finance, admin and other project staff project team to carry out the physical inventory at warehouse in each month after completion of transaction/ distribution.
  • Ensure all warehouses are inspected and fumigated as required and take appropriate action based on the findings by the monitoring team.
  • Assist M&E unit in on site and end-use monitoring activity.
  • Extend support to CBHQ commodity team in field implementation and having field commodity operational information routinely and adhoc basis for different analysis and management need.
  • Assist Internal / External Auditors in conducting their business with reference to AID grants compliance.
  • Mitigate audit concerns and collect audit document from the partners and different corners and quickly share to requested official at region or CBHQ. Ensure implementation of Audit recommendation from External Auditors, USAID, RIG and Internal Audit.
  • Conducting regular field visits and coordinating with commodity issues to relevant to ensure regular monitoring and reporting on quantity and quality of commodities.
  • Ensure the commodity documents (Soft and hard) are preserved, maintained in organized fashion and quick accessible manner by commodity team.

Responsibility # 6: Coordination, liaison and other activities
15%
  • Assist the PM and RC/ regional management in preparation and submission of key commodity reports/documents/ information during Quarterly Progress Review Reporting, Annual Result report, Monthly/Quarterly and adhoc basis commodity information and report submission to CBHQ.
  • Coordinate with regional M & E, HHN and project team in ration recipient management.
  • Share the commodity issues and recommendation in program/ regional /CBHQ meeting as applicable. 
  • Organize procurement of warehouse and distribution materials.
  • Attending coordination meetings/ Workshop at region/ CBHQ.
  • Maintain good liaison with Transport Company and Fumigation Company and ensure service delivered in quality and payments are made on time to them.
  • Coordinate with the Kurigram program office commodity logistics operation and provide technical assistance.

Responsibility # 7: Planning and management of commodities staffs
10%
  • Supervise and guide the Warehouse Officer / Assistant Warehouse Officer.
  • Do the APAA planning for self and for supervisee. Evaluate the supervisee’s performance.
  • Assist to regional management for commodity staff deployment, orientation and finalizing their appraisal in mid and year end time.
  • Organize the team for voucher piloting in CARE and PNGO as per guidance received from regional and CBHQ management.
  • Guide to PNGO Commodity staff in distribution management and reporting properly.

Program Manager, SHOUHARDO3 Project

IV.       Working Condition:  
  • The placement will be at district level at Program Office. The incumbent will require travel to the remote villages under the project areas and to work with the disadvantaged peoples. Meet the challenges of managing a project of large size and complexity. Solicit the cooperation and support of a wide variety of offices and individuals in successfully advancing the project. Negotiation and coordination with different internal and external actors would be an essential element of the job.

V.         Qualification:  
  • Master degree in any discipline. Educational qualification may be relaxed for highly experience candidate.
  • Computer skills in Microsoft Office Word, Microsoft Office Excel, Microsoft Office PowerPoint and Microsoft Outlook.
  • 5 years professional experience, including 3 years of direct supervision of logistics activities, finance, Administration, Donor & GOB/NGO coordination and reporting etc.
  • 3 years experience of working in a logistics farm/development organization in managerial position.
VI.       Core Competencies:  
  • Strong financial and administrative management/budgeting skills.
  • Excellent written and oral communication skills in English and Bengali.
  • Experience in liaison and networking with Government, NGOs, donor agencies, national & international customer and other stakeholders.
  • A good “track record” in demonstrating gender sensitivity in the workplace.
  • Demonstrated analytical/ conceptual skills and innovative thinking.
  • Strong negotiation and influencing skills that brings others (both staff and other participants) on board.

Compensation
Monthly gross salary is Taka 40,000 plus other admissible benefits are as per CARE policy.
